A Defence initiative focused on improving the understanding, mapping, and management of Army capabilities has reach a major milestone, with two SMEs receiving funding to test the feasibility of their proposals.

The Force-Centric Capability Management (FCCM) initiative has officially entered the Incubate phase following sign-off of proposals from the Army sponsors. It is being facilitated by D3IP through their partnership with the Defence BattleLab, a vehicle for MOD innovation based in Dorset Innovation Park.

This pivotal stage will see the feasibility of these proposals – submitted by hpad, which deploys enterprise AI solutions; and Mission Decisions, which provides secure generative AI and data analytics to organisations with sensitive data – tested, refined, and validated through experimentational in operationally relevant Defence environments.

FCCM progresses to the Incubate phase following rigorous evaluation by Army stakeholders, as part of D3IP’s Innovation as a Service model. This phase will support the Army in procuring a refined and bespoke solution much faster than if traditional innovation approaches were followed.

D3IP supports this process by working with its collaboration community to bring thought-leaders and capability developers together with customers at an early stage and maintaining a collaborative approach throughout the innovation cycle. This means research and experimentation can evolve and lessons can be learnt quickly to support iterative and agile development of solutions, delivered at pace.

Experience has demonstrated that the D3IP model enhances business case delivery through time savings and quality improvements. It accelerates and maintains engagement with a wider set of collaboration partners over a sustained period. This results in quicker and better results in the early stages of procurement.

“Moving into Incubate is where the rubber hits the road. We’re now working directly with Defence environments to test and refine these concepts. It’s about making sure what we build is not just innovative, but operationally viable.

“This milestone reflects Defence’s commitment to fostering agile, data-driven solutions that can transform capability development. By progressing to incubation, FCCM is demonstrating how structured experimentation and collaboration can deliver real impact.”
